The Urban Poor Development Fund was set up in March, 1998 as a joint venture of the Municipality of Phnom penh, the Community Saving Organization Network and the Asian Coalition for Housing Rights (ACHR).

The idea was to create a revolving fund which would provide affordable credit to poor communities for housing and income generation, through their savings groups, and use the fund to pool effort in partnership and development.

This meeting to be held on 2 April 2010 is the first meeting of 2010(1st/2010)and regular meeting of 72nd of UPDF.The meeting led by H.E Mann Chhoerun and spent short time to consider and approval community proposals.
